E’ oggi del tutto evidente che il Governo Italiano e le sue Regioni sono giunti completamente impreparati di fronte alla seconda ondata della Pandemia da COVID-19.
Durante l’estate, l’attenzione del Governo è stata rivolta a mille rivoli di spesa: il bonus per le vacanze, il bonus per acquistare biciclette e monopattini sono tra gli esempi più assurdi.
Anzichè organizzare in modo coordinato la ripresa delle attività sociali, provvedendo ad assicurare il surplus di mezzi pubblici di trasporto e attrezzature sanitarie necessari, il Governo ha dato luogo a concessioni frettolose e disorganizzate, pur di raggiungere i traguardi politici di volta in volta pubblicizzati.
Si è menato vanto dei risultati eccezionali avuti nell’affrontare la prima terribile ondata di pandemia, malgrado nulla stesse lì a dimostrarlo. La trasmissione Report ha evidenziato che l’Italia, malgrado gli obblighi imposti dall’Unione Europea, non aveva un piano aggiornato per la Pandemia. OMS e Governo italiano hanno finito per silenziare uno studio di una sezione dell’OMS di Venezia, sulle mancanze, sulla disorganizzazione ed i ritardi dell’Italia durante la prima ondata. Nella trasmissione, esperti intervistati hanno affermato che tali mancanze avrebbero generato almeno 20.000 morti in più (https://www.rai.it/programmi/report/inchieste/Il-grande-inganno-48cf229b-d4a8-45f4-9fd3-0d4692155cbd.html ).
Il Ministro della Salute Roberto Speranza aveva addirittura scritto un libro ottimistico durante l’estate, dal titolo “Perchè guariremo”, volto probabilmente a celebrare gli sforzi del Governo e del suo Ministero, dando per scontato che la crisi fosse quasi terminata.
Alla ripresa della seconda ondata epidemica, il libro è stato ritirato dalla pubblicazione, con non poco imbarazzo. Persino la stampa della sinistra radicale, sinora troppo indulgente col Governo, inizia ad alzare gli scudi contro l’Amministrazione centrale del Paese. Scrive Il Manifesto il 4.11.2020 “Non doveva accadere che mancassero i vaccini antinfluenzali in molte regioni e in moltissime città; che ospedali e terapie intensive tornassero in emergenza, per posti, strumenti e, soprattutto, personale, di nuovo a rischio di uno stress eccezionale e pericoloso; che la medicina territoriale non fosse potenziata, protetta e resa più efficiente, per fare da reale filtro pre-ospedaliero; che la sanità pubblica non fosse adeguatamente potenziata e non cambiassero i protocolli di convenzione con quella privata, la quale invece moltiplica i propri profitti tanto più quella pubblica va in sofferenza. Il Governo è poi incappato in una figura a dir poco imbarazzante del Commissario Straordinario Governativo per la Sanità della Regione Calabria, il Generale Cotticelli, nominato dal Presidente Conte, il quale, intervistato da una trasmissione televisiva, non sapeva nemmeno precisare al reporter se aveva predisposto il dovuto piano regionale per la Pandemia. Dopo l’intervista, Cotticelli è stato subito revocato e sostituito da un altro commissario : Giuseppe Zuccatelli, vicino al Ministro della Salute Speranza, il quale è stato subito contestato per alcune sue recenti (maggio 2020) dichiarazioni di caratura non meno imbarazzante (https://www.ansa.it/sito/notizie/cronaca/2020/11/07/bufera-su-cotticelli-dopo-intervista-tv.-conte-via-subito_5e8449a7-03ae-4191-9a15-193774b355ec.html).
Nonostante questa poco fulgida figura, i media mainstream nazionali, alla ripresa della seconda ondata, hanno cavalcato una campagna di terrore e colpevolizzazione. Da un lato accusano i cittadini di essersi “rilassati” fino all’imprudenza, causando così la ripresa dell’epidemia, malgrado siano stati spinti a riguadagnare maggiori libertà dagli stessi organi ufficiali del Governo o delle Regioni e dalla stessa stampa che li sponsorizzava. Dall’altro, non passa giorno che non venga pubblicato sulle prime pagine il numero dei morti, interviste allarmistiche dei medici e degli infermieri, video di persone intubate. Quando si verifica una morte di una persona giovane, questa viene messa in prima pagina o nei servizi di apertura dei telegiornali, per ammonire che il Covid uccide anche i ventenni, (https://torino.repubblica.it/cronaca/2020/11/09/news/canavese_giovane_madre_di_21_anni_muore_per_le_complicanze_del_coronavirus-273731877/ ), Tutto ciò viene diffuso in questo modo, malgrado il dato sia scientificamente eccezionale, le cause del peggioramento non siano state clinicamente chiarite e l’età media dei pazienti deceduti sia 80 anni di età, ovvero riguardi soggetti con più di una patologia preesistente (L’età media dei pazienti deceduti e positivi a SARS-CoV-2 è 80 anni (mediana 82, range 0-109, Range InterQuartile – IQR 74-88 – https://www.epicentro.iss.it/coronavirus/sars-cov-2-decessi-italia )
Nonostante si parli di fatti comunque veri – nessuno mette in dubbio la tragedia di queste morti o la pericolosità del COVID19 – ciò che appare veramente sgradevole, non è tanto il modo di ingigantire il problema fino al parossismo, ma la gogna mediatica imposta ai cittadini: si tende a strumentalizzare ed a presentare le morti da Covid come una conseguenza dei soli comportamenti imprudenti della popolazione, allo scopo di distrarre l’attenzione dalle grandissime colpe del Governo, delle Regioni e dell’organizzazione sanitaria, ormai del tutto fuori controllo. I capri espiatori variano col variare del mirino del potere: una volta i giovani, un’altra volta un’altra categoria sociale o produttiva.
I media italiani hanno scientemente deciso di affidare l’analisi della situazione sanitaria ai tumulti delle passioni, più che all’esame scientifico e razionale.
Noi europei, paese di Galileo e Newton, dimentichiamo spesso il patrimonio culturale che ha reso grande l’Europa nella cultura e nella scienza. Torna in mente la lezione sempre attuale del filosofo della “libera necessità”, Baruch Spinoza. Nel prologo al Trattato sull’emendazione dell’intelletto, il filosofo olandese scrive: “Dopo che l’esperienza mi ebbe insegnato come fossero vane e futili tutte quelle cose che capitano frequentemente nella vita umana e vedendo che ciò che mi atterriva o che temevo, in sè non aveva niente nè di buono nè di cattivo se non in quanto l’animo ne veniva scosso, decisi infine di cercare se esistesse qualcosa di veramente buono e che fosse di per sè accessibile, e da cui solo, abbandonati tutti gli altri, l’animo potesse venire affetto”
Per Spinoza noi tutti ci crediamo liberi, ma il tumulto delle passioni ci impedisce di vedere qual’è la nostra vera natura di essere raziocinante, e soprattutto non permette all’intelletto di analizzare la realtà in modo razionale, secondo la sua vera natura e secondo la natura della realtà da osservare.
L’anelito del secolo della razionalità geometrica totalizzante certamente non è sovrapponibile alle conoscenze odierne, soprattutto dopo la rivoluzione nelle scienze naturali avvenuta con le scoperte di Planck, Heisenberg, Murphy. Tuttavia, la lezione etica conserva una immutata validità.
Spinoza non nega l’incertezza e l’angoscia che segnano la dimensione esistenziale dell’uomo, ma le riconduce ad un difetto del sapere o del conoscere. Non possiamo conoscere adeguatamente la realtà se il nostro intelletto non si trova in una situazione di serenità, in cui si siano allontanate le passioni.
Le passioni, nell’ottica Spinoziana, hanno lo stesso effetto delle superstizioni: annebbiano l’intelletto umano e lo conducono in una conoscenza superficiale e senza vera luce.
Non per niente, lo spirito critico di Spinoza fu rapidamente condannato ed escluso dalla Comunità Ebraica di Amsterdam che finì per scomunicarlo nel 1656 con la peggiore delle condanne, determinandone il vero e proprio esilio sociale, costringendolo a trasferirsi in un piccolo villaggio fuori Amsterdam. vicino a Leida. Un uomo colla schiena dritta, come il nostro contemporaneo Peter Handke, che non ha paura delle verità scomode.
Questa luce della ragione sembra essere stata del tutto abbandonata dal mainstream mediatico italiano, forse più volontariamente che involontariamente. Un popolo che non pensa e che non conduce analisi razionali è un popolo docile, che dimenticherà le malefatte e le mancanze del proprio governo o dei propri amministratori. Un bengodi per la classe dirigente contemporanea, spesso mediocre e inadeguata. Inoltre è comodo mettere i cittadini l’uno contro l’altro, secondo l’antica legge del “dividi et impera”.
Tutti hanno paura di cittadini informati che abbiano compreso quale sia il sale della democrazia: porre sotto diretto controllo il potere anzichè delegare i propri diritti e partecipare a un tutmulto di passioni simile alle discussioni tra tifosi allo stadio.
Di Spinoza, come di Galileo,nella classe dirigente italiana del 2020 si è persa traccia da tempo. Di uomini con la schiena dritta e l’intelletto sereno pure.
The media pillory on citizens in time of pandemic and the forgotten lesson of Baruch Spinoza.

It is now quite clear that the Italian Government and its Regions have arrived completely unprepared in the face of the second wave of the Pandemic by COVID-19.
During the summer, the attention of the Government was directed to a thousand streams of expenditure: the bonus for holidays and the bonus for buying bicycles and scooters are among the most absurd examples in a country in perpetual lack of health facilities.
Instead of organizing in a coordinated way the resumption of social activities, providing for the surplus of public transport and necessary health equipment, the Government has given rise to hasty and disorganized concessions, in order to achieve the political goals publicised from time to time.
Government was proud of the exceptional results he had in dealing with the first terrible outbreak of the pandemic, even though nothing was there to prove it. The transmission Report highlighted that Italy, despite the obligations imposed by the European Union, did not have an updated plan for the Pandemic.
WHO and the Italian government ended up silencing a study by a section of the WHO in Venice, on errors, disorganization and delays of Italy during the first pandemic wave. In the broadcast, experts interviewed stated that these deficiencies would have generated at least 20,000 more deaths. (1)
The Minister of Health Roberto Speranza had even written an optimistic book during the summer, entitled “Why we will heal”, probably aimed at celebrating the efforts of the Government and its Ministry, assuming that the crisis was almost over.
Upon the resumption of the second pandemic wave, the book was withdrawn from publication, with no small embarrassment. (2)
Regions and the central state are trying to pass their responsibility on to each other, in a little theatre that is both embarrassing and unpleasant.
Even the press of the radical left, so far too lenient with the Government, begins to raise their shields against the central administration of the country. Il Manifesto on 4.11.2020 said “It should not have happened that flu vaccines were missing in many regions and in many cities; that hospitals and intensive therapies returned to emergency, for places, tools and, above all, staff, again at risk of exceptional and dangerous stress; that territorial medicine was not upgraded, protected and made more efficient, to act as a real pre-hospital filter; that public health was not adequately enhanced and that the protocols of convention with the private one were not changed; which instead multiplies its profits the more the public suffers. It should not have happened that public transport was not upgraded and articulated so as not to be dangerous and not to have to sacrifice the real school (in presence)” (3)
The Government then ran into an embarrassing figure of the Government Extraordinary Commissioner for Health of the Calabria Region, General Cotticelli, appointed by the President Conte, who, interviewed by a television broadcast, He couldn’t even tell the reporter if he had prepared the necessary regional plan for the pandemic. After the interview, Cotticelli was immediately removed and replaced by another commissioner : Giuseppe Zuccatelli, close to the Minister of Health Speranza, which was immediately challenged for some recent statements (May 2020) no less embarrassing (5).
Despite this dim figure, the national mainstream media, on the resumption of the second wave, rode a campaign of terror and guilt. On the one hand, they accuse the citizens of having “relaxed” to the point of recklessness, thus causing the resumption of the epidemic, despite being pushed to regain more freedom by the official organs of the Government, by the Regions and by the same press that sponsored them.
On the other hand, not a day passes that the number of deaths, alarmist interviews of doctors and nurses, videos of people intubated, are not published on the front pages. When there is a death of a young person, this is put on the front page or in the opening services of the news, to warn that the Covid kills even the twenties. (6)
All this is spread in this way, despite the fact that the data is scientifically exceptional, the causes of the worsening have not been clinically clarified and the average age of the deceased patients is 80 years of age, or concerns subjects with more than one pre-existing disease (The average age of deceased and positive patients at SARS-Cov-2 is 80 years (median 82, range 0-109, Range Interquartile – IQR 74-88, belonging to the Italian Government’s Superior Agency for Health – ISS ) (7).
Although we are talking about true facts – no one doubts the tragedy of these deaths and the danger of COVID 19 – what seems really unpleasant, it is not so much the way to magnify the problem until the paroxysm, but the media pillory imposed on citizens: there is a tendency to exploit and present the deaths from Covid as a consequence of the only imprudent behaviour of the population, in order to distract attention from the great faults of the Government, the Regions and the Health organization, today completely out of control. The scapegoats vary with the range of the aim of power: once the young people, once another social or productive category.
The Italian media have consciously decided to entrust the analysis of the health situation to the tumults of the passions, rather than to scientific and rational examination.
We Europeans, the country of Galileo and Newton, often forget the cultural heritage that made Europe great in culture and science. The ever-present lesson of the philosopher of “free necessity”, Baruch Spinoza, comes to mind.
In the prologue to the Treatise on the Emendation of the Intellect, the Dutch philosopher writes: “After experience had taught me the hollowness and futility of everything that is ordinarily encountered in daily life, and I realised that all the things which were the source and object of my anxiety held nothing of good or evil in themselves save insofar as the mind was influenced by them, I resolved at length to enquire whether there existed a true good, one which was capable of communicating it- self and could alone affect the mind to the exclusion of all else, whether, in fact, there was something whose discovery and acquisition would afford me a continuous and supreme joy to all eternity” (Translation of Samuel Shirley, Edited with introduction and notes by Michael L. Morgan, Hackett Publishing Company, Inc. Indianapolis, Cambridge p. 3).
For Spinoza we all believe to be free, but the tumult of passions prevents us from seeing what is our true rational nature, and, above all, does not allow the intellect to analyse reality in a rational way, according to its true nature of rational being and according to the nature of the reality to be observed.
The yearning of the century of all-encompassing geometric rationality is certainly not comparable to today’s knowledge, especially after the revolution in natural sciences occurred with the discoveries of Planck, Heisenberg, Einstein, Murphy. However, the ethical lesson retains an unchanged validity.
Spinoza does not deny the uncertainty and anguish that mark the existential dimension of man, but leads them back to a defect of knowledge. We cannot understand adequately the reality if our intellect is not in a situation of serenity, in which passions have moved away.
Passions, in the Spinoza’s perspective, have the same effect as superstitions: they cloud the human intellect and lead it into a superficial knowledge, without true light.
Not for nothing, Spinoza’s critical spirit was quickly condemned and excluded by the Jewish Community of Amsterdam, who ended up excommunicating him in 1656, with the worst of condemnations, determining social exile, forcing him to move to a small village outside Amsterdam. near Leiden. Spinoza was a man with a straight back, like our contemporary Peter Handke, who is not afraid to tell uncomfortable truths.
This light of reason seems to have been abandoned entirely by the Italian media mainstream, perhaps more willingly than involuntarily. A people that does not think and that does not conduct rational analyses is a docile people, that will forget the wrongdoings and shortcomings of its Government or of its administrators. A bengodi for the contemporary ruling class, often mediocre and inadequate. It is also convenient to set citizens against each other, according to the ancient law of “dividi et impera”.
Everyone is afraid of informed citizens who have understood the salt of democracy: putting power under direct control instead of delegating our rights. Power prefers citizen to participate in discussions as fans and supporters, like in the Pub or at Stadium.
The 2020 Italian ruling class has lost every tracks of Spinoza, as well as Galileo, because this ruling class lacks as well men with straight backs and serene intellect.
